It might be partly what you said. Also, it had to be updated because after the referee probe all 56 (or however many) refs were found to have been in violation of the overly strict rules. They are telling us that all the violations were very minor stuff like I said in my post. Donaghy was the only \"rogue\" ref. Not sure if I completely believe it, but there is a good chance it's very true.
